REGULATIONS GOVERNING TRANSFER TO UNDERGRADUATE PROGRAMS OF BOĞAZİÇİ UNIVERSITY
SECTION ONE
Aim, Scope, Legal Basis and Definitions
Aim
ARTICLE 1– (1) The purpose of these Regulations is to set forth the principles governing transfer to undergraduate degree programs offered by Boğaziçi University.
Scope
ARTICLE 2 –(1) These Regulations cover terms and provisions concerning the transfer of students between undergraduate programs at Boğaziçi University and from equivalent undergraduate degree programs at other higher education institutions.
Legal Basis
ARTICLE 3 –(1) These Regulations are prepared on basis of Article 14 of Higher Education Law No. 2547 of November 4, 1981.
Definition of Terms
ARTICLE 4 –(1) The terms used in these Regulations indicate the following:
- Degree Program: Undergraduate programs of Faculties, Schools or Departments that confer undergraduate diplomas to qualified students,
- Level: Each of the undergraduate degree programs,
- Equivalent degree program: Degree programs that have identical names or at least 80 percent identical content, as approved by relevant Executive Boards,
- Grade Point Average (GPA): The average of grades received in courses taken prior to the date of application for transfer, weighted by credit points, excluding grades received in English Preparatory Classes,
- Relevant Executive Board: The Executive Board of the Faculty or School concerned,
- Quota: Pre-determined and announced number of students,
- Transcript: The document on which the names of all courses taken and credits and grades earned are recorded,
- Score type: Type of score used by the Student Selection and Placement Center (ÖSYM) for the placement of a student into a higher education degree program,
- SAT: Scholastic Aptitude Test, an international examination,
- Senate: Boğaziçi University Senate
- Base score: The lowest acceptable score for a student to be placed into an undergraduate program through the Central Placement Examination, as determined by the Student Selection and Placement Center (ÖSYM),
- Transfer Grade Average (TGA): The average of the grades received in courses that will be transferred,
- University: Boğaziçi University,
- University Executive Board: Executive Board of Boğaziçi University,
- Transfer: The gained right of a student already registered in a degree program in a higher education institution to continue in another degree program in compliance with the provisions of these Regulations,
- YÖK: Higher Education Council.
SECTION TWO
Transfer within the University
Quotas
ARTICLE 5 –(1) Transfers between two equivalent degree programs in the University are made in accordance with quotas set by the relevant Executive Boards upon recommendations of relevant departments and announced following the decision of the University Executive Board.
(2) Transfer to the first two and the last two semesters of undergraduate degree programs is not possible.
(3) Different quotas are designated for the second and third years of undergraduate degree programs. The total number cannot exceed 15 percent of the overall quota prescribed for the relevant department in the Student Selection and Placement Center (ÖSYM) Booklet for the relevant year.
(4) Separate quotas are set for transfers between degree programs offered by the same faculty or school and for transfers between degree programs of different faculties or schools.
Application requirements and procedures
ARTICLE 6– (1) To be able to apply for transfer to degree programs of the same level that admit students on the basis of different score types in the central placement examination, the candidate’s central placement examination score in his year of enrollment in the University must be no less than the lowest base score of other national degree programs that are equivalent to the degree program to which he seeks to transfer, in the relevant year.
(2) Candidates must meet the requirement for a minimum GPA of no less than 2.0 in a 4 point scale, as recommended by the relevant degree program and approved by the university executive board.
(3) Candidates must have been actively enrolled in an undergraduate degree program for a minimum of two consecutive semesters prior to the date of their application for transfer.
(4) Applications for transfer must be submitted to the Registrar’s Office during the period designated in the academic calendar. All required documents must be submitted in full and as specified in the announcement.
Preliminary assessment
ARTICLE 7 –(1) Application files of candidates who meet all requirements for transfer application are assessed by the relevant departments in accordance with the following criteria: The candidates
a. must have earned a minimum of six credits per semester and a minimum grade of CC for each course that will be transferred, excluding the compulsory courses Atatürk’s Principles and History of the Revolution, and Turkish.
b. must meet all additional requirements (minimum transfer credit, Transfer Grade Average, courses required for transfer, etc) proposed by the relevant department, approved by University Executive Board decision, and announced.
Assessment and admission
ARTICLE 8 –(1) The relevant Executive Board may decide to administer a written and/or oral examination to be used in assessing a candidate. The relevant department may decide not to process the applications of those who fail to receive the required grade in these examinations.
(2) Transfer candidates are ranked on basis of the criteria recommended by the relevant department and announced following approval of the University Executive Board, specifically, the candidates’ GPA, TGA, scores received in university entrance examinations (such as ÖSYM, SAT, etc.), and written/oral examination grades.
(3) Transfer of candidates whose transfer applications are accepted are proposed by the relevant department and become final by the decision of the relevant Executive Board.
Adjustment procedures
ARTICLE 9 –(1) Following admission of a candidate, the relevant Executive Board determines the courses the candidate has taken previously that correspond to the courses in the program to which the candidate has been admitted.
(2) The number of semesters the student can transfer is calculated by dividing the total credits the students has transferred by 17. If the quotient, rounded to the nearest whole number, is bigger than the number of semesters the students has actually studied in his previous program, the number of semesters he has actually studied can be transferred. The transferred semesters are included in the student’s expected and maximum periods of study.
(3) Courses that the student has completed with a grade of CC or above and whose transfer has been accepted by the relevant faculty or school, their credits and the grades earned, are recorded in the student’s transcript.
(4) Any changes in transferred credits can be made before the registration period following the first semester the student enrolled. Applications for changes are evaluated and finalized by the relevant Executive Board.
SECTION THREE
Transfer between Universities in Türkiye
Quotas
ARTICLE 10 –(1) Transfer from degree programs in other universities in Türkiye to equivalent degree programs of Boğaziçi University is conducted in compliance with the quotas set by the Higher Education Council. Separate quotas are designated for the second and third years of undergraduate degree programs.
(2) Transfer applications to the first two and the last two semesters of undergraduate degree programs are not accepted.
Application requirements and procedures
ARTICLE 11 –(1) Candidates must meet the requirement for a minimum GPA of no less than 2.50 in a 4 point scale as recommended by the relevant degree program and approved by the university executive board.
(2) Candidates who fail to satisfy the requirement stipulated in Item (1) above can apply for transfer only if the central placement examination score received in the year the candidate was placed in a degree program is equal to or higher than the base score designated for the department they seek to transfer, in the year the application is made.
(3) During their application for transfer, candidates must document their proficiency in English in accordance with the provisions of Boğaziçi University Regulations for Undergraduate Education published in the Official Gazette No. 28030, dated August 19, 2011.
(4) Candidates must have been actively enrolled in a higher education institution for a minimum of two consecutive semesters prior to the date of their application for transfer.
(5) Applications for transfer are submitted to the Registrar’s Office during the period designated in the academic calendar. All required documents must be submitted in full and as specified in the announcement.
(6) Applications of candidates who fail to meet the application requirements are not processed.
Preliminary assessment
ARTICLE 12 –(1) Application files of candidates who meet all application requirements are assessed by the relevant departments in accordance with the following criteria: The candidates
- must have earned a minimum of twelve credits per semester and a minimum grade of CC (70 over 100) for each course that will be transferred, excluding the compulsory courses Atatürk’s Principles and History of the Revolution, and Turkish.
- must meet all additional requirements (minimum transfer credit, Transfer Grade Average, courses required for transfer, etc) proposed by the relevant department, approved by University Executive Board decision, and announced.
(2) In converting grades received in a 100 point scale to the 4 point scale, the conversion table accepted by University Executive Board must be used.
Assessment and Admission
ARTICLE 13 –(1) The relevant Executive Board may administer a written and/or oral examination to be used in assessing a candidate. The relevant department may decide not to process the applications of those who fail to receive the required grade in these examinations.
(2) Transfer candidates are ranked on basis of the criteria recommended by the relevant department and announced following approval of the University Executive Board, specifically, the candidates’ GPA, TGA, scores received in examinations that qualify as university entrance examination (such as ÖSYM, SAT, etc.), and written/oral exam grades.
(3) Names of candidates whose transfer applications are accepted are proposed by the department and become final by the decision of the relevant Executive Board.

If the quotient, rounded to the nearest whole number, is bigger than the number of semesters the students has actually studied in his previous program, the number of semesters he has actually studied can be transferred. The transferred semesters are included in the student’s expected and maximum periods of study.
(3) Courses that the student has completed with a grade of CC or above and whose transfer has been accepted by the relevant faculty or school, their credits, and the grades earned, are recorded in the student’s transcript.
(4) In the event that the courses that the student successfully completed in previous semesters and those in the new program have identical contents but different credits, the credits of the courses deemed equivalent by the relevant department, taking into consideration their theory, application and lab hours, will apply following approval by the relevant Executive Board.
(5) Any changes in transferred credits can be made before the registration period following the first semester the student enrolled. Applications for changes are evaluated and finalized by the relevant Executive Board.
SECTION 4
Transfer from Higher Education Institutions Abroad
Quotas
ARTICLE 15– (1) Transfers from undergraduate degree programs of higher education institutions abroad to equivalent degree programs at Boğaziçi University are carried out in accordance with the quotas set by the relevant Executive Boards upon recommendations of relevant departments and finalized by the University Executive Board.
(2) Transfer to the first two and the last two semesters of undergraduate degree programs is not possible.
(3) Separate quotas are designated for the second and third years of undergraduate degree programs.
(4) The quotas set for each department for transfers from degree programs abroad cannot exceed one half of the quota designated for transfers from universities in Türkiye.
Application requirements and procedures
ARTICLE 16– (1) Candidates applying for transfer from undergraduate degree programs of higher education institutions abroad must have earned the minimum acceptable scores in ÖSYM examinations or an equivalent score in SAT (or the minimum acceptable scores in other examinations that are accepted by the Senate to be used in transfers from abroad).
(2) The Higher Education Institute and the degree program where the candidate is enrolled must be recognized by the Higher Education Council and the equivalence of the program must be accepted by the receiving department.
(3) Candidates must meet the requirement for a minimum GPA of no less than 2.50 in a 4 point scale (or 75 over 100) as recommended by the relevant degree program and approved by the University Executive Board.
(4) Candidates who fail to satisfy the requirement stipulated in Item (3) above can apply for transfer only if the central placement examination score received in the year the candidate was placed in a degree program is equal to or higher than the base score of the department they seek to transfer, for that year; or if they have received the minimum acceptable score in SAT, accepted by the Senate to be used in applications of students from abroad (or the minimum score in other examinations accepted by the Senate to be used for transfers from abroad).
(5) During their application for transfer, candidates must document their proficiency in English in accordance with the provisions of Boğaziçi University Regulations for Undergraduate Education.
(6) Candidates must be actively enrolled in an undergraduate degree program of a higher education institution for a minimum of two consecutive semesters prior to the date of their application for transfer.
(7) Transfer applications are made to the Registrar’s Office during the period designated in the academic calendar. All required application documents must be submitted in full and as specified in the announcement.
(8) Applications of candidates who do not meet all application requirements are not processed.

ARTICLE 17 –(1) Application files of candidates who meet all requirements for transfer are assessed by the relevant departments in accordance with the following criteria. The candidates
- must have earned a minimum of 12 credits per semester and a minimum grade of CC (70 over 100) in each course that will be transferred,
- must meet all additional requirements (minimum transfer credit, Transfer Grade Average, courses required for transfer, etc.) proposed by the relevant department, approved by University Executive Board decision and announced.
(2) In converting grades received in a 100 point scale to the 4 point scale, the conversion table accepted by the University Executive Board must be used.

ARTICLE 19 –(1) Following admission of a candidate, the relevant Executive Board determines the courses the candidate has taken previously that correspond to the courses in the program to which the candidate has been admitted.
(2) The number of semesters the student has transferred is calculated by dividing the total credits the students has transferred by 17. If the quotient, rounded to the nearest whole number, is bigger than the number of semesters the students has actually studied in his previous program, the number of semesters he has actually studied can be transferred. The transferred semesters are included in the student’s expected and maximum periods of study.
(3) Courses that the student has completed with a grade of CC or above and accepted for transfer by the relevant faculty or school, their credits and the grades earned, including P (Pass) grades, are recorded in the student’s transcript.
(4) In the event that the courses that the student successfully completed in previous semesters and those in the new program have identical contents but different credits, the credits of the courses deemed equivalent by the relevant department, taking into consideration their theory, application and lab hours, will apply following approval by the relevant Executive Board.
(5) Any changes in transferred credits can be made before the registration period following the first semester the student enrolled. Applications for changes are evaluated and finalized by the relevant Executive Board.
SECTION FIVE
Transfer through Central Placement Examination Scores
Quotas
ARTICLE 20 –(1) Transfers made on basis of central placement examination scores are carried out in compliance with quotas designated by YÖK.
(2) The proportion of the quota to be allocated to the English Preparatory Program is determined by the Senate and announced .
(3) Transfer to the last two semesters of undergraduate degree programs is not possible.
Application requirements and procedures
ARTICLE 21 –(1) The central placement examination score received in the year the candidate was placed in a degree program should be equal to or higher than the base score designated for the department he seeks to transfer, in the year his application is made.
(2) Only candidates who are enrolled in an English Preparatory Program, and those in the first year of their degree program but cannot document their proficiency in English may be admitted to the English Preparatory Program. Others must document their proficiency in English in accordance with the provisions of Boğaziçi University Regulations for Undergraduate Education.
(3) Applications for transfer between degree programs within the University can be made after English proficiency requirement is fulfilled.
(4) Applications will not be accepted from students who have exceeded their maximum period of study specified by the Senate in the program they were registered.
(5) Candidates can apply to more than one department.
(6) Applications for transfer must be made to the Registrar’s Office within the dates specified in the academic calendar. All required documents must be submitted in full and as specified in the announcement.
(7) Applications of students who have not satisfied all application requirements will not be processed.
Assessment and admission
ARTICLE 22 –(1) The score type to be used in the assessment of candidates who sat the ÖSYM examination in 2011 or before, is determined using the table titled “Fields of Study in Secondary Education and Undergraduate Degree Programs in the Same Fields” in the ÖSYM Booklet.
(2) In the event that the number of students applying for a degree program exceeds the relevant quota, candidates are ranked according to their level of achievement in the central placement examination and are admitted beginning with the student at the top of the list, without exceeding the quota.
(3) The decision for admission of a candidate is made by the University Executive Board.

ARTICLE 23 –(1) Following admission of a candidate, the relevant Executive Board determines the courses the candidate has taken previously that correspond to the courses in the program to which the candidate has been admitted.
(2) The number of semesters the student has transferred is calculated by dividing the total credits the students has transferred by 17. If the quotient, rounded to the nearest whole number, is bigger than the number of semesters the students has actually studied in his previous program, the number of semesters he has actually studied can be transferred. The transferred semesters are included in the student’s expected and maximum periods of study.
(3)With regard to transfers within the University, courses that the student has completed with a grade of CC or above and are deemed suitable for transfer by the relevant faculty or school are transferred; courses for which a grade of DD or DC is received are transferred upon the student’s request, by the approval of the academic advisor, and the decision of the relevant Executive Board. All accepted courses are transferred with their credits and grades earned.
(4) Courses that the student has completed with a grade of CC or above and accepted for transfer by the relevant faculty or school, their credits, and the grades earned, including P (Pass) grades, are recorded in the student’s transcript.
(5)With regard to transfers from other universities, when the courses that the admitted candidate successfully completed in previous semesters and those in the new program have identical contents but different credits, the credits of the courses deemed equivalent by the relevant department, taking into consideration their theory, application and lab hours, will apply following approval by the relevant Executive Board.
(6) The transfer of courses and credits become effective in the semester that the student has enrolled in the program to which he is admitted. Any subsequent requests for changes may be met by the approval of the University Executive Board.
SECTION SIX
General Provisions
Announcement of results
ARTICLE 24 –(1) The list of candidates whose transfer applications are accepted is announced on the University’s webpage, ranked according to the criteria used in the assessment.
(2) In the event that the number of students who have been favorably assessed exceed the quota, a wait list is prepared, without exceeding the quota.
Registration
ARTICLE 25 –(1) Candidates whose applications for transfer within the University have been accepted must finalize their change of department at the Registrar’s Office during the period specified in the academic calendar.
(2) Students transferring from other universities must finalize their registration at the Registrar’s Office in accordance with the relevant article of the Regulations for Undergraduate Education published in the Official Gazette No. 28030, dated August 19, 2011.
Special students and exchange students
ARTICLE 26 –(1) In transfers of special students and exchange students from other universities, only the courses which have been accepted by their previous degree program are transferred to their new programs.
SECTION SEVEN
Final Provisions
Revoked Regulations
ARTICLE 27 –(1) Boğaziçi University Regulations governing Transfers No. 27657, dated July 30, 2010 have been revoked.
Effectiveness
ARTICLE 28– (1) These Regulations take effect as of the date they are issued.
Execution
ARTICLE 29 –(1) These Regulations are executed by the Rector.
